In the 1st step he should expand the value in the brackets before multiplying it by 3.
he is supposed to use foil method not multiply the first of each bracket and the last of each bracket.

He did not expand the expressions correctly. It should have been -(36a^2 - 6a+ 6a+ 9) which is -36a^2-12a-9. He probably thought that it was 6a x 6a and 3 x 3 and he got 36a^2 and 9. I think he did not draw the arrows foil method and forgot the steps.
